As long as your phone's GPS mapping can work in the background, you can still operate the Curt Echo # C51180. In reality, the Echo works by sensing the braking of the vehicle and applies your trailer brakes, so even if the app isn't open, the brakes are still going to work. Ideally you mount the Linxup GPS Tracking Device # 300-AT3-S in a not so obvious location. I attached a picture that shows it mounted under the floor of a trailer on the frame. A thief isn't going to think to look for this. And if he did find it he most likely wouldn't know what they were looking at.
If the unit was disabled the last known location would still be available through the service so it wouldn't be a total loss.

On most of the Geo Tracker models the plug is located behind the storage unit on the driver's side rear of the vehicle. However, there were a few models where the jack was not stored at the rear of the vehicle, like your 1996 Geo Tracker.
